Junny, or any others who know anything about Korean, feel free to correct me on this... I believe it says "Hae Byeong", which is Marine. I do know that it's the ROK marine insignia, which makes sense on a ROK shirt.

ROK MC, notice lemon grenade, and M56 gear. The 'frogskin' camo, USMC type, probably depicts a ROKMC version of their recon. I'll show this to one of our ROKMC Assoc. members, maybe they can give a definate answer.
oops, my bad, didn't see the pocket flap, USMC frogskin (or us army WW2) material, but with some alterations.
