I got a KW period Canadian cap off ebay recently and the tag says it's a 7 1/8 but I guess over the years it has shrunk/tightened. It is easily in the 6's size range so I was wondering if anyone knew of a safe method for stretching it back to something close to its original size.

What material? If it's cotton, get it wet and wring it out to "damp dry" put it on your head and wear it till it dries. You may have to pull it evenly to stretch it before putting on your head... I suppose the same procedure would work for wool, but be very careful when stretching.
